School improvement grants are available to help States and school districts provide technical assistance and implement strategies to improve student achievement in Title I schools identified for improvement, corrective action and restructuring so that students in these schools achieve proficiency as measured by State assessment and schools move out of the improvement process.
Congress put in this law, that these funds must go out in the fall 2007 as children enter school. Congress did not appropriate funds until they passed the FY 2007 Final Continuing Resolution this year. Hence Education has had to work unusually fast to create this formulae grant program that addresses the needs of schools that have been identified for improvement, corrective action, or restructuring in order to improve student achievement.
This is a completely new program created several months ago by Congress to address the financial concerns of states faced with schools that have been categorized as needing improvements in their students achievements.
