ED will use the application to award grants under the Credit Enhancement for Charter School Facilities Program (formerly known as the Charter School Facilities Financing Demonstration Program) grants. These grants are made to private, non-profits; public entities; governmental entities; and consortia of these organizations. The funds are to be deposited into a reserve account that will be used to leverage private funds on behalf of charter schools to acquire, construct, and renovate school facilities.

As this IC is a reinstatement, all burden is new burden; however, there is a decrease in burden from the last approved collection as a result of a decrease in the number of respondents. This is a modification to an previously approved package with a request to extend the expiration for a full three-year period from the date of clearance. In addition, these are the other changes: · the application is expanded to include an additional table for past grantees that addresses the risk level of charter schools served; and · the application includes an Invitational Priority for applicants that propose a grant project that uses competitive forces to obtain the best pricing for charter schools while using the least amount of grant funds. These two changes were made based on recommendations from the Department ’s grant readers. Many of the applications we receive are from previous applicants and we believe the burden is lower for the applicants that have experience. Consequently, we are not changing the burden hours for this application.
