For the reasons described above, this information collection is crucial to the timely
implementation of the 700 MHz public-private partnership and the resulting
improvement of first responder communications in times of emergency. Any delay in
the implementation of the public-private shared wireless broadband network will
lessen the ability of emergency first responders to communicate with each other over
the 700 MHz spectrum that Congress allocated for public safety use.

We have been in close contact with national public safety organizations representing the local entities
that will have to respond to this collection and all interested parties are eager to get the 700 MHz
relocation process underway. We solicited and received comments from numerous public safety entities
on our proposal to re-configure the 700 MHz public safety spectrum, including the most efficient ways to
achieve that re-configuration. There is no practicable alternative way to collect the required information
in a timely fashion.
