Abstract: In order to implement a nationwide interoperable public safety broadband network, the Commission requires information necessary to facilitate the relocation of public safety entities with narrowband operations onto the newly dedicated narrowband portion of the public safety network.

Emergency Justfication: Our Order establishes a public-private partnership for a nationwide wireless public safety broadband communications network. This requires re-configuration of the 700 MHz public safety spectrum and relocation of public safety entities operating on those frequencies. We thus must collect information from licensees about current numbers and location of handsets and base stations in operation, review the reports, and deliver them to the national public safety entity responsible for creating a buildout schedule. For reasons of public safety and homeland security, this process must be expedited as soon as possible.
