In administering the disqualification
for the voluntary leaving of work provision of Section 4 of the
Railroad Unemployment Insurance Act, the Railroad Retirement Board
investigates an unemployment claim that indicates the claimant left
voluntarily. The certification obtains information needed to
determine if the leaving was for good cause.

There is no burden change for
this information collection. ROCIS implementation has necessitated
that the current ICR be split into 2 IC's as there are different
respondents. This makes it appear that there is an overall burden
change when, in fact, the burden is unchanged from what has
previously been approved by OMB.
