Title 38 section 3683 prohibits VA and SAA (State approving agency) employees from owning any interest in a proprietary profit school. These VA or SAA employees cannot receive specified types of income from private profit schools. 38 CFR 21.4202 prohibits any veteran or eligible person from being an official in a proprietary school and signing VA certifications. This form is used by proprietary schools to certify that they do not have any of these conflicts.
