Section 90.155 provides that a period
no longer than 12 months may be granted to local government
entities to place their stations in operation on a case-by-case
basis upon a showing of need. This rule provides flexibility to
state and local governments. The FCC is revising this ICR due to
two rulemakings (FCC 04-166 and 06-110) which added Multilateration
LMS EA-licensees and DSRCS (Dedicated Short Range Communications
Service) to this rule section and added additional reporting
requirements for those licensees.

Dedicated Short Range
Communications Services (DSRSC) Roadside Units (RSUs) in the
5850-5925 MHz band and, Multilateration LMS EA-licensees are also
now included as respondents for this ICR. The Commission adopted
two rulemakings that affected this ICR (FCC 04-166 and FCC 06-110)
in 2004 and 2006 respectively. Therefore, the Commission has
revised this collection which resulted in a -287 hour program
change decrease.
