In response to the America COMPETES (America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science) Act, Public Law 110-69, the National Oceanic and Atmospheric Administration (NOAA) will collect information to effectively assess the general publicÂs understanding and awareness of NOAA and its pro-grams, especially as it relates to the collection and dissemination of scientific, operational, and life-saving data. NOAAÂs mission includes: 1) understanding and predicting changes in the EarthÂs environment; 2) being an international leader in changing the way integrated environmental observations and information are captured, managed, stored, shared, and used to benefit the world; and 3) protecting life and property. NOAA will consider the findings in tailoring its outreach activities and use the findings as basis from which to design metrics for measuring the utilization by various publics of tax-funded data products.
To accomplish the educational mandate in the America COMPETES Act, NOAA proposes to collect information to assess the general publicÂs understanding and awareness of NOAA programs and services, especially as it relates to the collection and dissemination of scientific, operational, and climate data. The immediate collection of information would allow NOAA to implement a tailored approach to programmatic priorities for outreach and communications as effectively as possible. This would improve service for NOAA users and provide the public with warnings and forecasts that save lives and property and better disseminate products/services to aid in emergency preparedness.
To conduct this evaluation, NOAA has contracted with Harmonics International to conduct 3,600 online surveys and 16 one-hour focus groups in a three wave research project among the following target audiences: the American public, key NOAA stakeholders, and other organizations with similar missions. These statistically valid research methodologies will provide NOAA with a complete and accurate assessment of current awareness, perceptions, emotions, and attitudes pertaining to NOAA, its programs, services, and operational data dissemination methods.
Emergency clearance is requested by October 26, 2007, to allow implementation of this assessment to commence in November 2007. Implementation of this effort in the first quarter of FY 2008 is critical to the success of this study. Demonstrating commitment to the PresidentÂs mandate is paramount to NOAAÂs executive leadership, which meets in early December 2007 to plan and orchestrate budget, programmatic, and implementation strategies for the entire agency. If the study commences at the beginning of November 2007, preliminary results will be presented at that crucial meeting to allow NOAA executive leadership to tailor outreach and education activities to yield the strongest impact and be in accordance with new legislation to heighten public understanding of issues related to NOAA core life-saving atmospheric, environmental stewardship, and climate functions. The first wave of the research is the cornerstone of the project and provides the foundation upon which the remaining waves are built. NOAA is seeking approval of the first wave of data collection only at this time.
