The five year records retention
requirement enables BIS to detect violations from records up to
five years old to correspond with the five year statue of
limitaions and prove that a violation did or did not take
place.

The small adjustment in burden
hours is based on data from calendar year 2006 and an improved
analysis of Census forms information. The large increase in number
of responses corrects a error on previous form 83-I.
