This ICR is approved for 18 months so that ACF can test this "proof of concept." Upon resubmission, ACF shall report which ACF programs have begun using the SF-PPR and provide updated burden estimates. Per the memo of 11-30-07, ACF shall also provide greater explanation for how they have arrived at the burden estimates for each ACF program component that has switched from pre-existing forms with separate OMB control numbers and have begun using the SF-PPR. When ROCIS has been updated to allow for the processing of Standard Forms, ACF shall submit a revision request so that this ICR is in the system as a Standard Form rather than a "regular" ICR. In the meantime, the burden reported for this ICR reflects only those burdens imposed on the public by ACF programs. As explained in the revised supporting statement, there are 6 ACF programs that currently use their own ICRs but will start using the SF-PPR. Altogether, these programs will impose 1388 burden hours when they start using the SF-PPR. There are also other ACF programs that are likely to start using the SF-PPR, for whom pre-existing ICRs do not exist. Altogether, ACF estimates that these other ACF programs will impose 10043.83 burden hours when they start using the SF-PPR. Therefore, altogether, ACF programs will impose 11432 burden hours altogether when the programs start using the SF-PPR.)

The Standard Form Performance Progress Report (SF-PPR) is a set of uniform reporting formats that will be used by recipients of Federal funds to report on their performance under grants and cooperative agreements issued by HHS/ACF and the Grants Center of Excellence (CoE) partners. Performance reporting is an integral part of the President's Management Agenda and is required under OMB grants policy contained in OMB Circulars A-102 and A-110. The SF- PPR consists of a cover page, an optional cover page continuation sheet (SF-PPR-2) and six optional formats to report on program-specific performance. Federal program managers may opt to only require their respondents to submit the cover with a simple narrative, if that suffices. Alternatively, programs may opt to require the cover page, the continuation page, and one or more of the six optional formats: SF-PPR-A, Performance Measures; SF-PPR-B, Program Indicators; SF-PPR-C, Benchmark Evaluations; SF-PPR-D, Table of Activity Results; SF-PPR-E, Activity-Based Expenditures; and SF-PPR-F, Program/Project Management.
The SF-PPR will provide uniformity in the collection of performance information and should result in fewer unique collection instruments. These uniform reporting formats will support systematic electronic data collection, making it easier for both grantee and grantor communities (as well as third party vendors) to provide electronic options. Common elements across forms and programs will improve performance reporting across programs and agencies. Electronic performance reporting will support the pre-population of forms with data from back-office systems, including program, grantee, and project-specific information to further improve the accuracy of performance reporting.
