Units of Measure


The unit of measurement depends on which collection is being considered, i.e. stow plans, container status messages, or Importer Security Filings.


Under § 4.7c, a vessel stow plan is required from a carrier when that carrier causes a vessel to arrive in the United States. Therefore, the unit of measurement is the voyage.


Under § 4.7d, container status messages (CSMs) are required from an incoming carrier for all containers destined to be transported by that carrier and to arrive within the limits of a port in the United States by vessel. The regulations detail that carriers must submit a CSM when any of the required events occurs if the carrier creates or collects a CSM in its equipment tracking system reporting that event.


Under § 149.2, an Importer Security Filing, consisting of data for cargo destined for the United Sates, is required from the ISF Importer, as defined in these regulations. The unit of measurement is each shipment consisting of goods intended to be entered into the United States

Stow Plans

Carriers must submit the vessel stow plan via the CBP-approved electronic data interchange system, which currently includes Automated Manifest System (AMS), Secure File Transfer Protocol (sFTP), or e-mail (73 FR 71732). If CBP approves of different or additional electronic data interchange systems, CBP will publish a notice in the Federal Register.


Container Status Messages

Carriers must transmit Container Status Messages (CSMs) via a CBP-approved electronic data interchange system. The current electronic data interchange system for CSMs approved by CBP is sFTP (73 FR 71732). If CBP approves of a different or additional electronic data interchange system, CBP will publish a notice in the Federal Register..


Importer Security Filings

ISF Importers, or their agents, must transmit the Importer Security Filing via a CBP-approved electronic data interchange system. The current approved electronic data interchange systems for the Importer Security Filing are the Automated Broker Interface (ABI) and vessel AMS (73 FR 71733). If CBP approves a different or additional electronic data interchange system in the future, CBP will publish a notice in the Federal Register. .


Air Cargo Manifest (Form 7509)

The information on Form 7509 is transmitted via AMS.


Inward Cargo Manifest for Truck, Rail and Vehicles (Form 7533)

The information on Form 7533 is transmitted via AMS.


Cargo Declaration (Form 1302)

The information on Form 1302 is transmitted via AMS.


Export Cargo Declaration (Form 1302A)

The information on Form 1302A is transmitted via AMS.


Request for Manifest Confidentiality

This information is normally a paper submission.
