Transportation Manifest (Cargo
Declarations) is essential to CBP for the control of cargo and for
pre-arrival targeting of shipments for enforcement examination
purposes. As part of the SAFE Port Act of 2006 and to ensure
national security, CBP is proposing some new manifest requirements
involving transmission of data elements prior to arrival of the
vessel in the U.S.

Section 203 of the SAFE Port
Act of 2006 requires that DHS must require electronic submission of
additional data elements for improved high-risk targeting,
including appropriate elements of entry data to be provided as
advanced information with respect to cargo destined for importation
into the U.S. prior to the loading of such cargo on vessels at
foreign ports. Section 2071 of the Trade Act of 2002 requires that
CBP pick up Container Status Messages from vessels laden with cargo
and destined to arrive in the United States.
