The appeals process requires owners to
submit a written appeal including any supporting documentation for
an appeal to FEMA within 90 days of the notice of an insurance
increase. Much of the supporting documentation has already been
submitted in the original application for grant funds. The property
owner may submit any additional documentation that will support an
appeal. The appeals process will provide six (6) bases for an
appeal, each with is own requirements for information.
This is a new
information collection. This collection will include burden hours
for the authorized Severe Repetitive Loss (SRL) grant program. The
Interim Final Rule for SRL (1660-AA36) was published in the Federal
Register On October 31, 2007, volume 72, number 210, Pages
61720-61750.

This is a new collection.
Therefore, FEMA estimate a program increase of +100 total burden
hours. SRL Appeals may incur a purchase of services cost for
respondents. FEMA estimated that each appeal will take
approximately 40 hours for an respondents attorney to collect
additional documentation. Therefore an adjustment of $19,704. has
been estimated for the cost to respondents using the wage rate
category for an attorney.
