This regulation requires passenger
cars, trucks, buses, multipurpose passenegr vehicles with a GVWR of
4,536 kilograms or less, to provide enhanced protection when an
occupant's head strikes the pole/tree in a side crash.
The agency published Part 586
Side Impact Phase-in Reporting Requirements (OMB control number
2127-0558) in 1990. The phase-in reporting requirements started in
1993 and completed in 1996. Part 586 has been inactive since then
and phase-in reporting requirements have been consolidated in Part
585. Thus, the burden hours and costs in items 13 and 14 of the
current OMB inventory are zero. At present, the agency proposes to
upgrade FMVSS No. 214 by adding a vehicle-to-pole impact test with
a three-year phase-in plan and requests reinstatement of OMB
control number 2127-0558. For the foregoing program changes, the
burden hours and costs in items 13 and 14 of the OMB Form 83-I
increase from zero to 1,260 hours and $44,100, respectively.
