This small reduction of burden hours is the result of a program change. BIS published

a rule entitled “Revisions to License Exceptions TMP and BAG: Expansion of Eligible Items.” This rule expands the availability of License Exceptions Temporary Imports, Exports, and Reexports (TMP) and Baggage (BAG) to allow for certain temporary exports and reexports of technology (including technical data) by U.S. persons to U.S. persons or their employees traveling or temporarily assigned abroad.


It is estimated that this rule will eliminate the need for 300 export licenses annually.

The estimated burden of each validated license is 58 minutes. The exporter will be required to maintain records for each transaction. The recordkeeping requirement is estimated to be 2 minutes. As a result, the net reduction is as follows:


300 licenses x (58 minutes - 2 minutes) = 16,800 minutes = 280 hours
