Terms of Clearance: This ICR is approved consistent with revised supporting statements. HRSA and its contractor agree not to provide assurances of confidentiality to respondents since it is unclear whether it has the statutory authority to do so. Also, this ICR is approved on the understanding (1) that HRSA/contractors have plans in place if it appears that an adequate response rate will not be achieved (e.g. switching to CATI/phone-administered survey administration, etc.); and (2) that the initial recruitment call to respondents will inform them that some of them may be receiving two different surveys (the user survey and the match survey), to minimize respondent confusion and maximize response rates.
