Terms of Clearance: As per HRSA memo of 1-17-08, HRSA shall exercise caution when inferring a causal relatinship between the implementation of health IT and performance measures, particularly with regard to the use of these data for PART or reports to Congress. All data limitations shall be publicly disclosed along with the reporting of such inferences and disclaimers shall be used accordingly. In addition, since HRSA does not expect substantial changes to occur in between annual reports, HRSA shall assess the utility of asking grantees to provide semi-annual progress reports in addition to the annual reports upon next submission and seek appropriate ways whereby the reporting burden may be minimized.

Abstract: The Health Resources and Services Administration's Office of Health Information Technology is requesting approval to collect progress reports from grantees for the following grants: Health Information Technology Planning Grant, Health Information Technology Innovations for Health Center Controlled Networks, Electronic Health Records Implementation for Health Center Controlled Networks, and High Impact Electronic Health Records Implementation for Health Center Controlled Networks and Large Multi Sites Health Centers.

Short Statement: HRSA has awarded grants to help health centers prepare to adopt and implement health information technology innovations. HRSA has now drafted a progress report to collect information from Health Center Controlled Networks grantees. These progress reports would allow grantees to report on their updates, accomplishments, software and HIPAA compliance, evaluation of performance outcome measures, sustainability plans, and contingency plans.
