Terms of Clearance: FAA shall reconfigure this request in ROCIS as a generic clearance and resubmit for approval within 12-months. In the meantime, this generic clearance is extended under the following conditions: The generic clearance will only be used for surveys where FAA seeks to gather information that is planned for internal use only, and can provide a justification for qualitative or anecdotal collections that may nonetheless produce useful information for program and service improvement. Surveys approved under the generic clearance will only be used to obtain information for general service improvement, not for publication or for the purpose of informing significant policy or resource allocation decisions. Generic clearance will not be used for large collections involving many respondents, high respondent burden, or when quantitative estimates are necessary. In addition, individual collections will concern subject matter and methods that are not controversial. If these conditions are not met, a study will be submitted to OMB for approval through the normal PRA process. To obtain OMB approval for individual surveys, FAA will submit information summarizing the need for the specific information to be collected, intended use of information, description of respondents, information collection procedures, expected response rate, estimated burden, as well as a copy of the survey instrument and instructions. OMB will respond with clearance or questions within 10 working days.

Abstract: Runway incursions are a risk to the public traveling in aircraft. FAA has been concentrating on this issue for a decade and progress has been elusive, in part because of a lack of feedback from people working and flying on the runways in the NAS. Feedback from surveys will be used in the prevention of runway collisions and in the medication of the severity and frequency of runway incursions.
