The estimated increase in annual burden hours from 11,854 to 12,280 is due to a program adjustment in the number of State inspections performed from 3.2 to 3.02 million annually, the reduction in the number of applicants for basic grants from 53 to 52 States, and the program change due to Section 4106 of SAFETEA-LU which amended 49 U.S.C. 31102(c))to allow the States to include non-CMV traffic enforcement activities as an eligible MCSAP reimbursable activity.
