Section 721 of the Federal Food, Drug, and Cosmetic Act requires FDA to batch certify the color additives listed in 21 CFR parts 74 and 82. FDA's Color Certification Program described in 21 CFR part 80, requires submission to FDA of manufacturer information for each new batch of color additive, FDA analysis of a representative sample of the batch, and issuance of a certification lot number for the batch upon completion of the certification process.
