Terms of Clearance: OMB understands that the adjusted burden estimate reflects a decreae in the total number of Forms (R and A) between RY 2002 (the baseline year used for the estimates in the previous ICR) and RY 2005 (the baseline year used for the estimate in this ICR). OMB agrees that this adjustment is appropriate. The increase in Form A burden resulting from the 2006 TRI Burden Reduction Rule (as reporters shift from using Form R to Form A) was previously incorporated in the burden estimates at the time of that rule making. In the next renewal of this ICR, EPA should reasses the actual level of Form A use as a result of the new eligibility criteria and adjust burden estimates for Form R and Form A accordingly.
