Terms of Clearance: This ICR is approved. OMB understands that the 128,577 hour downward adjustment in burden reflects a decrease of about 3,000 Form Rs filed between RY 2002 (the baseline used to estimate burden for the previouw ICR) and RY 2005 (the baseline used to estimate burden for the current ICR). OMB agrees that this adjustment is appropriate. The burden savings from the 2006 Burden Reduction Rule was previously incorporated into the burden estimates at the time the rule was promulgted. In the next renewal of this ICR, EPA should reasses the actual level of Form A use as a result of the new eligibility criteria and adjust burden estimates for Form R and Form A accordingly.
