Congress requires USAID to collect
financial data on private voluntary organizations (PVOs) to compute
the percentage or private funding for international programs
(privateness test). To collect the data as legislatively mandated
by law, USAID utilizes this form to obtain information from PVOs
registered with the Agency.
Public reporting burden for the
collection of information for the online system is estimated for
617 respondents that will include U.S.-based and non-U.S.-based
PVO. The increase is an increase of respondents due to the
inclusion of non-U.S. based PVOs. The reporting time is estimated
to average one of two hours per response, including time for
reviewing instructions, searching existing data sources, gathering
and maintaining the data needed, and completing and reviewing the
collection of information. The response time will be reduced by one
hour due to submitting electronically in lieu of paper-based
documents.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
