Abstract: To consider graduating high school senior candidates who meet the minimum eligibility requirements for a scholarship.

Emergency Justfication: The Office of Civil Rights is requesting approval to bring into compliance the USDA 1890 National Scholarship Program, thus enabling the agency to distribute and collect applications in time for the 2008 scholarship cycle.
