In January 2007, the U.S. Census Bureau provided the chief executive/highest elected officials of your
member local governments with information regarding the upcoming 2010 Census Local Update of Census
Addresses (LUCA) Program. The LUCA Program, mandated by the Census Address List Improvement Act of
1994 (Public Law 103-430), provides state, local, and tribal governments the opportunity to review and update
the Census Bureau’s address list. The purpose of this letter is to provide you with advance information about
the 2010 Census LUCA Program before we invite local governments to register for the program in July 2007.
In July 2007, governments will receive a formal invitation to participate in the 2010 Census LUCA Program.
Although the invitation is extended only to functioning governments, you may be able to assist local
governments in making informed decisions about participating in the 2010 Census LUCA Program. You may
also offer to assist them with their review of the Census Bureau’s address list and maps. A coordinated effort
by all interested parties will help ensure that the Census Bureau achieves complete coverage in our
enumeration of local governments.
The enclosed 2010 Census Local Update of Census Addresses (LUCA) Program – Local Government
Information Booklet provides an overview of the 2010 Census LUCA Program. Also enclosed is a Contact
Information Update Form that lists the current contact information we presently have on file for your
organization. Please review the information printed for each contact person. Return the corrected form to the
Census Bureau in the enclosed preaddressed, postage-paid envelope or fax it to your Census Bureau
Regional Office at
within two weeks.
Thank you for taking the time to review and complete the Contact Information Update Form. Accurate contact
names and addresses are essential if the Census Bureau is to convey timely information to you regarding
Census Bureau programs.
Your Census Bureau Regional Office will soon invite local governments within your coverage area to attend a
2010 Census LUCA Program workshop, which provides background information on program goals,
participation options, program materials, and security guidelines that local governments will use to make their
decisions concerning participation in the program. In July 2007, the Census Bureau will send a 2010 Census
LUCA Program invitation letter and registration materials to the chief executive/highest elected official of each
government asking for a decision on their government’s participation in the program. We ask that you use the
time between now and July 2007 to encourage local government participation and devise a strategy for
assisting those governments that need help with their review.
