Explanation of merger request

JUSTIFICATION FOR MERGER of 0648-0354 into 0648-0356
It was decided to combine the information collection requirements for Foreign Fishing
Gear Identification with those for Foreign Fishing Vessel Identification, as: 1) the former
is a subset of the latter, 2) there is currently no burden attached (the gear ID requirements
are being maintained as a placeholder) and 3) a minimal burden in the future, if any, is
expected. The currently approved burden for Vessel ID does account for the possibility of
a small Fishing Gear burden if needed.
