Sections 506, 507, 509, 510 and 511 of P.L. 95-87 provide that persons seeking permit revisions, renewals, transfer, assignment, or sale of their permit rights for coal mining activities submit relevant information to the regulatory authority to allow the regulatory authority to determine whether the applicant meets the requirements for the action anticipated.

OSM's Ownership and Control rulemaking ensures that we and our State counterparts have the tools we need to enforce SMCRA, clarify ambiguous provisions in our regulations, and reduce reporting burdens on the coal mining industry and regulatory authorities. Our intent is that this will result in regulatory stability in areas that have been unstable since at least 1988.
