Section 710 of PL 95-87 provides for the regulation of surface coal mining operations on Indian lands. Operators who propose to conduct surface coal mining and reclamation operations of Indian lands must comply with the permitting and approval requirements of Part 750 which supplements the regulatory program by specifying additional requirements unique to Indian lands and outside the scope of the regulatory program.

OSM is eliminating counting the 74 non-significant revisions on Indian lands per year since they generally do not require information collection specific to this Part. OSM is revising its collection request to allow for one new or significant revision each year, requiring approximately 1,300 hours to prepare the Indian lands portion of the application.
