Section 710, 30 USC 1201, provides for the regulation of surface coal mining operations on Indian lands. Applicants who propose to conduct surface coal mining and reclamation operations on Indian lands must comply with the permitting and approval requirements of 30 CFR 750 which supplements the regulatory program by specifying additional requirements unique to Indian lands and outside the scope of the regulatory program.
