Below is our response to the OMB questions. We still need clarification on number 6. Please call if you have any question.

1) Please provide the reports from the prior survey and the results.

The attached Ecs provide the requested background.

2) Please provide elaborate descriptions of the quantitative methods that will be used. Also, please provide letters, follow-up reminders, etc.

Refer to Part A #3 and #18 of the Supporting Statement of the documentation that was sent with the initial request.

3) Please provide more information on #2 of the supporting statement A.

The results of the survey will assist CJIS Division Senior Management in making decisions affecting current or developing Division programs and systems. This background is further discussed on Page 2 of the Justification Memorandum.

4) Can you please explain how you got the response rate? Is it based on the prior survey? We want to understand the context of the low response rate.

Refer to Part A #18, #3 of the Supporting Statement. The response rate is based on the two prior surveys and literature on expected response rates for web-surveys.

5) You cannot assure confidentiality unless you are authorized by statute.

No response necessary.

6) Do you have a reference date of a phase-in period for the questions? Or will the answers be based on from years that they can remember?

Additional clarification is needed to respond to this question.

7) Some surveys are not completely consistent with other surveys. Are you reusing them from the previous version, or trying to make them consistent for comparison? We want to better understand if each will be compared to one another or if global observations will be made.

Refer to Part A #4 of the Supporting Statement and the 60-day Federal Register Notice covers this also. No significant changes were made to the previous surveys other than grammar to the previous.
