The Secretary proposes to amend Title 34 of the Code of Federal Regulations by adding a new Part 462 that would establish procedures the Secretary would use to consider literacy tests for use in the National Reporting System (NRS) for adult education. This information will be used by the Secretary to determine the suitability of published literacy assessments to measure and report educational gain under the NRS.
