On December 31, 2007, the Commission adopted a Report and Order, In the Matter of the Third Periodic Review of the Commission's Rules and Policies Affecting the Conversion to Digital Television, MB Docket No. 07-91, FCC 07-228 to establish the rules, policies and procedures necessary to complete the nation's transition to digital television (DTV). The final rules allow stations to file informal request to discontinue only one service or “flash cut” with Commission for analog TV service prior to the end of the DTV transition. To obtain such approval from the Commission, the final rules allow stations to make such requests by sending a letter to the Video Division of the Media Bureau and sending an e-mail to [email protected] in lieu of filing an application for construction permit (e.g., Form 301 or Form 340) in order to modify an existing station’s paired license by discontinuing existing analog TV service or discontinuing existing DTV service by obtaining “flash cut” approval from the Commission. These are non-rule requirements. The Commission submitted this information collection to OMB at the NPRM stage. The requirements were adopted in the final rule as proposed in the NPRM.

This program change will increase the annual burden by 25 hours. There is also an adjustment to this information collection due to the consolidation of OMB Control Number 3060-0374 into collection 3060-0216 of 1,050 hours.
