Basic tier (or limited basic) refers to the entry level tier that all video subscribers must purchase, consisting of local broadcast stations; public, educational, and governmental access channels; and typically a few additional channels. Expanded basic service (or standard service) refers to the offering of both the basic tier and cable programming service tier as a package.
