The 1990 Farm Bill Instructs the
Secretary of Agriculture to establish requirements for
recordkeeping by all certified applicators of federally restricted
use pesticides. The records are needed to provide written reports
on use to Congress.

submission. However, current applicators have significantly
increased the number of applications from 5 to 16 on the average
per year, resulting in an increase of 236,505 burden hours.
