The 1990 Farm Bill instructs the
Secretary of Agriculture to establish requirements for
recordkeeping by all certified applicators of federally restricted
use pesticides. The records are needed to provide written reports
on use to Congress.

Many States now offer separate
certifications to homeowners and master gardeners that are not in
agricultural production, reducing the number of agricultural
certified private applicators. Additionally, there has been an
increase in the availability of effective general use pesticides
that can be purchased without private applicator
certification.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
