Based on info in
Supporting Statement, Tables 12.A, 12.B and 12.C, burden estimates
have been revised to reflect annual averages for years 2-4 of the
survey effort (2008-2010), instead of total burden and cost over
the life of the survey. Also, since there are only labor costs,
which are already counted in hourly burden, costs have been set to
zero. When this ICR is resubmitted for renewal in 2010, burden est
should be based on projected 2010 estimate only. Also, all survey
instruments must include OMB control number, expiration date, and
standard burden statement, and must inform respondents up-front
that participation is strictly voluntary and there is no penalty
for refusing to participate.

Current military blast noise
procedures do not provide adequate guidance to military
installations to assist them in managing the noise impacts of
training and operations on surrounding communities. Members of
communities surrounding selected military installations will be
surveyed about annoyance due to blast noise from the installation.
data will be compared to noise measurements to recommend improved
guidelines for impulse noise management at military installations
where surrounding communities may be impacted.
