States are required to submit applications to the FHWA with specific information to receive Federal disaster assistance for major damages on Federal-aid highways as a result of natural disasters and/or catastrophic failures.
Adjustments have been made in the number of annual applications because disasters are unpredictable and vary from year to year. During the past three years, an average of 30 ER-qualifying events have occurred annually. The burden for ER application development and submission time estimates has been increased from 200 hours per application to 250 hours per application due to the increased intensity of disasters over the past three years. Associated salary costs have been adjusted for inflation.
