Under a scientific research exemption
any person may catch, possess, retain, and land any Highly
Migratory Species Division-regulated species in which an archival
tag has been affixed or implanted, provided that the person
immediately reports the landing to National Marine Fisheries
Service (NMFS). In addition, any person affixing or implanting an
archival tag to a regulated species is required to provide NMFS
with written notification in advance of beginning the tagging
activity, and to provide a written report upon completion of the
activity.
