This submission is approved with change. One minor change was made to the survey instrument to comply with guidance issued in the "Guidance on Agency Survey and Statistical Information Collections" concerning the appropriate OMB classifications and standards for collecting data on race and ethnicity. Minor revisions were made to Part A of the supporting statement regarding confidentiality, and language was added to both Part A and Part B to note that comparative analyses will include statistical tests for significance. Additional information and explanation as to how HRSA will examine potential bias due to non-response was also added to Part B. OMB requests that in future submissions containing 'field of degree' questions, HRSA would follow the recommended format as published in the Census report.

The Health Resources and Services Administration's Bureau of Health Professions conducts the National Sample Survey of Registered Nurses every four years. This survey is the Nation's most extensive and comprehensive sources of statistics on all individuals with active registered nurse licenses to practice nursing in the U.S., whether or not they are employed in nursing. The survey provides information that is used for assessing the supply, composition, and distribution of nurses in the workforce.

This burden increase is a program change, as this survey is conducted on a periodic basis every four years. The National Sample Survey of Registered Nurses was last conducted in 2004, and will be conducted again in 2008, resulting in an increase in burden for the one year period in which the survey will be conducted and analyzed.
