This ICR is to renew the information collection required of the annual application for the Abstinence Education Grant Program under Section 510 of Title V of the Social Security Act (under P.L. 110-173--The Medicare, Medicaid, and SCHIP Extension Act of 2007).
Section 505 of the Social Security Act requires block grant applicants to submit approved implementation plans, as directed by HHS, in order to receive funding.
Uses of the Information Collection
ACF will use the information collection to account for the annual expenditure of $50 million in Federal funds, assess the progress and impact of Section 510 funded programs against ACF's Strategic Plan goals, and provide feedback to assist State grantees.
Description of Respondents
A total of 59 States and Territories are eligible to apply for grants under this program, including the 50 states, the District of Columbia, and the following 8 Territories: American Samoa, Guam, Republic of the Marshall Islands, Federated States of Micronesia, Commonwealth of the Northern Mariana Islands, Republic of Palau, Commonwealth of Puerto Rico, and the U.S. Virgin Islands.

The burden estimate for the original information collected by HRSA was based upon information provided by six pilot States. The estimated total average was 40 hours per application per State or Jurisdiction. Under ACF, two forms have been deleted from the annual application, which are not collected by this agency. Therefore, the burden hours per response have been reduced by 4 hours for the application.
