This grant program is available to a
person who is a member, or is at least a 1/4 degree Indian blood
descendent of a member of a federally recognized tribe eligible to
receive services from the Department of the Interior. This
financial aid is for Indian students to attend accredited
institutions of higher learning.

At the time this collection
expired, we had a burden of 28,000 hours. In reviewing this
collection, it became apparent that we were counting the tribal
participation as public when they really are acting as our
contractor (Self-Determination) and therefore are properly
considered federal. This reduced the burden by 14,000.
