Abstract: This grant program is available to a person who is a member, or is at least a 1/4 degree Indian blood descendent of a member of a federally recognized tribe eligible to receive services from the Department of the Interior. This financial aid is for Indian students to attend accredited institutions of higher learning.

Short Statement: At the time this collection expired, we had a burden of 28,000 hours. In reviewing this collection, it became apparent that we were counting the tribal participation as public when they really are acting as our contractor (Self-Determination) and therefore are properly considered federal. This reduced the burden by 14,000.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
