SUBJECT : Request for Approval of a New Information Collection Package

for the College Access Challenge Grant Program (CACGP) – Title

VII, Part E of the Higher Education Act of 1965, as amended, CFDA 84.378.

The purpose of this memo is to request approval of the application package for the College Access Challenge Grant Program (CACGP). CACGP is a new formula grant program established under Title VII, Part E of Higher Education Act of 1965, as amended in September 2007.

The mission of CACGP is to foster partnerships among federal, state and local governments and philanthropic organizations through matching challenge grants that are aimed at increasing the number of low-income students who are prepared to enter and succeed in postsecondary education.

The CACGP authorizing statute requires applicants to submit an application that includes a description of the applicant’s capacity to administer grant activities and services, a plan for using grant funds to meet the statutory requirements and to benefit underrepresented students, a description of how the State will provide or coordinate the required non-federal share, and a description of the structure the applicant has in place to administer activities and services.

I am requesting your review and approval of the attached CACGP application package, that collects information relative to program’s statutory and regulatory requirements.
