The Foreign Trade Zones Act and
Regulations require an application from a firm or organization that
applies for foreign-trade zone )FTZ) status, for subzone status, or
for expansion of an existing zone. Applications must contain
detailed information on facilities, financing, operational plans,
proposed manufacturing operations, need, and economic impact. The
FTZ Board needs complete and accurate information because the Board
is required to make public interest determinations on FTZ
proposals.
There has been a decrease in
the number of applications received by the FTZ Board, which is
reflected in the lower adjusted total burden hours. While the total
burden hours are lower, the average number of burden hours per
application has increased to 90 hours (rounded up) to reflect a
program change which requires applicants to provide additional
supporting information to the FTZ Board. The adjusted increase cost
to respondents is to correct an error in the previous submission.
The previous submission did not include the user fees and
submittal-related cost to the respondents.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
