This ICR concerns the responsibility that was given to MMS regarding the Coastal Impact Assistance Program (CIAP) which was included in the Energy Policy Act of 2005 through amendment of Section 31 of the Outer Continental Shelf Lands Act (43 U.S.C. 1356a). The CIAP legislation appropriates money for eligible states and their coastal subdivisions that are impacted by OCS oil and gas activities. These states and their relevant subdivisions apply for the money through a grants program.
