Due to the fact that we amended the collection for approval of only the paper form, and did not include the electronic versions at this time, the total responses and burden time correlate only to the paper form. When the final issues are resolved with the electronic version of the form, we will request a change to add the two electronic forms, thus the ultimate increase in total aggregate responses and total aggregate burden time. The burden increase would be due to an increase in the number of respondents complying with State Department policy or a change in the tax reciprocity matrix which would require the tax exemption card to be changed and reissued.
