The Secretary has proposed to amend the regulations governing programs administered under Title I, Part A (Title I) of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB). The regulations are needed to clarify and strengthen current regulations in the areas of accountability and assessment. Title I requires State educational agencies (SEAs), local educational agencies (LEAs), and schools to collect and disseminate information to document progress, inform parents and the public about school, district, and state educational performance, and provide services to students and teachers to help at-risk students meet challenging State achievement standards. The change in burden hours is primarily due to updated estimates of the time needed for SEAs and LEAs to implement the new regulations proposed by the Secretary.
