of Clearance/Comments: ED/OESE will continue to monitor the
accuracy of the burden estimate for this collection. Specifically,
ED/OESE will look at the accuracy of the estimate for the
development and revision of school improvement plans (34 CFR
200.39, 200.41, and 200.42), which accounts for the majority of the
4 million hour burden increase for this submission. ED/OESE will
report back to OMB on its findings when this collection is
resubmitted for approval under the PRA.

Title I, Part A of the Elementary and
Secondary Education Act, as amended by the No Child Left Behind
Act, requires State educational agencies (SEAs), local educational
agencies (LEAs), and schools to collect and disseminate information
to document progress, inform parents and the public about school,
district, and state educational performance, and provide services
to students and teachers to help at-risk students meet challenging
State achievement standards. The change in burden hours is
primarily due to updated estimates of the time needed for SEA, LEA,
and school implementation of statutory district and school
improvement planning requirements and the statutory requirement
that local educational agencies notify parents of eligible students
in schools in improvement of their public school choice and
supplemental educational services option. The estimate also
reflects hours for new final regulation 200.6(b)(4)(i)(c) and hours
for the preparation of SEA and LEA report cards.
This OMB83 C change represents
52 additional hours that are being transferred from the 1820-0681.
OMB control #1820-0681 was approved earlier this year with the
final regulation (Title I - Improving The Academic Achievement Of
The Disadvantaged; Individuals with Disabilities Education Act
(IDEA) -- Assistance to States for the Education of Children with
Disabilities). The hours for section 200.20 are now being
transferred to the appropriate collection number as noted in the
1820-0681 collection.
