EPA is proposing national emission
standards for hazardous air pollutants (NESHAP) for the following
nine metal fabrication and finishing area source categories that
were identified from the 1990 HAP inventory as contributing to
urban HAP emissions of Cd, Cr, Mn. Ni, Pb: (1) Electrical and
Electronic Equipment Finishing Operations, (2) Fabricated Metal
Products, (3) Fabricated Plate Work (Boiler Shops), (4) Fabricated
Structural Metal Manufacturing, (5)Heating Equipment, except
Electric, (6) Industrial Machinery and Equipment: Finishing
Operations, (7) Iron and Steel Forging, (8)Primary Metal Products
Manufacturing, (9) Valves and Pipe Fittings. These nine industry
sectors have five common and similar metal fabrication and
finishing processes: dry abrasive blasting, dry grinding and dry
polishing with machines, machining, painting, and welding. We are
proposing regulations to establish generally available control
technology (GACT) for these processes in the form of management
practices and equipment standards. The industry is already
generally well-controlled in terms of these operations.
