Eligible Telecommunications carriers are permitted to receive universal service support reimbursement for offering certain services to qualifying low-income customers. The telecommunications carriers must file FCC Form 497 to solicit reimbursement. Collection of this data is necessary for the administrator to accurately provide settlements for the low-income programs according to Commission rules. The Commission has issued a Report and Order and Further Notice of Proposed Rulemaking (FCC 04-87) that modifies the Commission's rules to improve the effectiveness of the low-income support mechanism. ..

On August 29, 2007, the Commission released the 2007 Comprehensive Review of the Universal Service Fund Management, Administration and Oversight, WC Docket Nos. 05-195, 02-60, 03-109 and CC Docket Nos. 96-45, 02-6, 97-21, FCC 07-150 (Comprehensive Review Order). In the Comprehensive Review Order, the Commission took several steps to further safeguard the Universal Service Fund from waste, fraud, and abuse, including imposing document retention rules on all universal service programs and program contributors. One rule change requires service providers to retain records verifying the eligibility of a recipient for the program for as long as it provides Lifeline service to that customer, even after being audited.
