OMB disapproves this information collection request (ICR) because in its current form it lacks practical utility, pursuant to 5 CFR 1320.9. The ICR proposes to elicit total willingness-to-pay for protecting the mainland and northwestern Hawaiian Island coral reefs from over-fishing and ship injuries, and generate general US population estimates. Because the northwestern Hawaiian Island coral reefs are already protected through the 2006 Northwestern Hawaiian National Monument designation, the survey instrument appears to be inappropriate in eliciting the desired willingness-to-pay.
OMB encourages NOAA to explore this issue with additional focus groups as appropriate. OMB also encourages NOAA to address the concerns that OMB raised during the ICR review. When the agency is ready to resubmit a revised ICR reflecting new focus group results and revisions, where appropriate, that address the concerns raised by OMB, OMB will consider the adequacy of prior public notice and may determine that further public notice is not needed.

This is a national survey using two independently-recruited internet panels: the American National Election Study (ANES) Internet Panel and StanfordÂs Major Research Instrumentation Panel (MRI) Internet Panel. The survey is designed to yield information that can be used to estimate total economic values for protection and restoration of Hawaii's coral reef ecosystems. The survey addresses the public's preferences and economic values for the use of no-take areas as a management tool and the public's preferences and economic values for restoring damaged coral reefs.
